DICOM primitives: tags, elements, datasets, Part 10 file I/O, dictionary.

The pacs_core module is the foundation of the library. It owns the in-memory representation of DICOM data (dicom_dataset, dicom_element, dicom_tag) and the Part 10 file format reader/writer. Every higher-level module consumes types defined here.
